That option did not appear as one of my choices. In the Manage your account screen , the Sign in with a local account instead option should be on the right panel when you select Your info.

First my account name is set to Gabe and it says "Local Account Administrator" and the only two options available on the right hand side is "Sign in with a Microsoft Account Instead" and Create your Picture.

It seems that you are already using a local account. Let's create a new local administrator account to see whether you can launch executables using that account.
